I’m not talking social-economic class. I am talking about how one carries themselves. There rich people with no class.

low class does not just mean a socio-economic standing.
low class = no class
Well, why do you (or anyone else, really) get to decide what’s classy and what isn’t?

again, it comes down to personal judgement, which is going to be different for everyone.
Let’s see…
People who are “classy” will exhibit some or many of these traits:
- Chastity
- Temperance
- Charity
- Diligence
- Patience
- Kindness
- Humility
Whereas people with “no class” will exhibit many or all of these traits:
- Lust
- Gluttony
- Greed
- Sloth
- Wrath
- Envy
- Pride
Does that list seem about complete?

It’s America. I can have an opinion, though it is in no way biding to reality.
“Classy” people often possess the latter traits, but don’t exhibit them.
