Genuine question as I don’t know how these rights issues might work in movieland (NOT intended as apologia for the dickishness on display here): is it partially possible they went fictional because it’s cheaper and they’re cheapo cheapskates?
i.e. if you tell a “true story” in a movie, are there fiscal responsibilities/obligations to the actual person?

Doubtful. Licensing is cheap. Litigation – and bad press – is expensive.
Maybe if we supplied John Goodman with enough drugs…
Sad, but it’s not like the movie’s going to be much of a success.
And clearly what should be an obvious lesson from Black Panther wasn’t learned by the producers: That there’s a huge group that doesn’t go to see movies in theaters, and there’s huge $$$ to be made by attracting them.
