Looks like a helium tank from a rocket fuel pressurization system. They tend to survive re-entry, being light, round and generally shielded by the outer tank.

Looks like ART to me. somebodies sculpture got washed away. Nope. misleading title photo. but the “real” one has an impressive mooring attachment. it could be some kind of giant fishing float for nets or a wreck marker (or something).
