It isn’t available in mainland China, but it is available in Hong Kong today.

Please understand that Netflix “being live” in some country doesn’t really mean that people get the same content you lucky US citizens can stream. E.g. the German version is but a pale shadow of the original when it comes to the catalog of available films. Still, better than nothing!
