Hmm… seems unlikely to prevail.

Yes - these requests take a lot of staff time and involve people though out the org - law, admin, managers, clerks etc. And of course determining what you’re allowed to release takes time (private person identifying info etc.)

But - at least in PA - you’re not required to create a record that doesn’t exist. So someone can’t make you create a report of data etc that’s not something you already do. Agencies do that to respond quite often - but it’s not required.

Something similar to this happened locally, as well. There was someone who was constantly harassing city officials through their presence at meetings and writing aggressive letters to the editors (if memory serves). Council either sued her or barred her from the meetings, or both.

I recall the whole thing seemed really petty.
