To be fair, there are increasingly few places in urban California where that juxtaposition wouldn’t happen, to some degree. Even free-standing billboards on the sides of freeways are likely to have little shanty-towns springing up around/under them. Those particular ads are just a little… on the nose.
Especially those.
This location, however, has been used as a camping spot and is almost full-time occupied as one of the places the local powers that be have allowed to be camped in. It is well known for horrific accidents and preventable violence. The buyer of this ad space is paid not to let this happen, especially with an ad that could so easily be awful. You want to face no prisons, rehab facilities, etc. Nike awarded that buyer’s agency a huge contract, and this will be a thing to talk about.
Well when I saw this poster I of course thought of the movie that has that title:

Nike consistently sponsors runs that take place in Venice, and this group of ads seems to be centered on a recent 5K.
There’s also the local Venice Run Club which does runs on Wednesday and Saturday and has done for years, including 5Ks.
So agreed, odd juxtaposition out of context - but i’d say they probably knew that they’d hit a niche target audience, even if only on the day.

In Powaqqatsi there are numerous scenes of poverty nestled up to large poster advertising averous.
