To OPD this was not a “priority one” incident.

That very likely was a major factor.

I cannot help but wonder just how different the response time would have been, had the suspect been described as a POC in the initial call to 911.

Could have been worse - they could have showed up two days later in the middle of the night, and treated her like she was the suspect, which is what the cops did when my parents reported a burglary some decades back, when Bay Area cities had ample services. (They didn’t bother to report burglaries after that.) The thing about cops is, they can always do worse, even when middle class white people are involved. In this case, it seems her privilege at least granted her an apology from the cops, though.
