Some states just coast because most people never meet anyone from them - they’re far from major population centers and don’t have many people.
My metric would have to include number of white supremicist militias in a state.
Also - let’s add Puerto Rico along with DC.

Quebec?
The Articles of Confederation #11:
“ If Canada [referring to the British Province of Quebec] accedes to this confederation, it will be admitted.[16]”
Of course the Constitution supersedes - though it does say that commitments made prior continue.
They would have been the only additional state that wouldn’t require a vote.
