Interesting, but the region created around Philly not only wipes out Delaware, it also formalizes the current New Jersey split with New York (from commuter and identity perspectives). It’s slightly larger that what we refer to as the Delaware Valley or Greater Philadelphia Region. The major problems I see in this are widely varying forms of government and laws that go back to colonial times, as well as taxation differences between the three states. Historically, the desires for home rule and distinct identity among citizens foils attempts at consolidation when it comes to school districts, historic small towns, and border or transportation management (see port authorities and disagreements among member states).
There would need to be significant incentives for people and their representatives to create and support this. With ongoing fights over gerrymandering, that could turn ugly. Still, it would be great if the new boundaries could solve the problems we already have at the federal level. Would existing governors form a regional body for each city-state? Those who hold power at the top of current states would have to be convinced to share it or lose it completely*. That’s not an easy sell. If these regions would not be governed by a group, seeing one person run to represent folks from different regions might be difficult, considering how people perceive presidential candidates based on their home states.
*I’m trying to imagine the governor of NJ given a choice of which regional group to join, given the split. Technically, Governor Murphy is from central NJ, so he could go either way. If Governor Wolf chose to leave western PA to the forces of the GOP, that could lead to a three-way struggle with Governor Carney of Delaware for control of the region.
