This sounds worse, IMO. That kiosk has a corporate logo and the words, “Partners with” right on top. So, not just interchangeable with another local business without modifying that section. The bit about where the money came from to pay for this is printed on the bottom of the unit. That leads to more questions. WTF does this have to do with restitution, and do the victims of crime (or the criminal injustice system) in that area know this is how that fund is being used? What adds to that fund, if it’s not taxpayer dollars? Is it coming from incarcerated people? 
ETA: Missouri has a lot of recent legislation on these funds. They can be fines for various infractions paid to the court, and/or court-ordered payments. However, most regulation updates specify it has to reimburse law enforcement or support their efforts. So, this money paid by offenders is restitution to the cops for having to do what they are paid to do by taxpayers.
