I wholeheartedly recommend The Poisoner in Chief, a book about Sidney Gottlieb, who was the Dr. who created and ran MK-ULTRA in the search of mind control. He basically had unfettered power, which included at various points purchasing the entire world’s supply of LSD (literally, which led to th entire LSD subculture being fed and managed by the CIA), human experiments taken up where the Nazis left them, and even some less savory stuff. Fascinating and horrifying.
