With mass-testing, they could sort people into three categories: Uninfected, active cases, and safe (no longer contagious). Quarantine active cases, the safe can go to work, and the uninfected can … wait until there’s a vaccine, or something.

There would be a ton of problems.

  • Employers would be tempted to fire uninfected in favor of safe workers, putting huge pressure on uninfected to come out and risk infection.
  • How would social distancing work? Would people wear a visible mark of their status? What if they cheat?
  • How would measures in stores to limit risk of infection work? (People who were safe would tend to get careless.)

It would be a strange kind of caste system.
