Seems like a computer-controlled speed governor tied to the angle of the “dump part” would prevent this. Angle over 10 degrees, can’t go faster than 5 mph.

That’s actually a good idea. Accidents of this exact type are pretty shockingly common.

This year in Georgia, a dump truck driver did that on the interstate. It hit the bridge so hard it actually caused the section of bridge and the roadway on it to move out of alignment by almost a foot. Needless to say, that bridge was closed down for awhile to get repaired.
