So - sue him over violating your copyright early and often

You likely can’t without also making Google, Bing and every other search engine illegal. It’s a transformative use. You might be able to sue over ignoring the robots preferences, but it’s still going to be an uphill battle to draw a bright line between Google and Clearview.
