We need change the laws on funeral escorts in CA. I had one of these fake cop funeral escort motorcycle guys run me off the road at a freeway on ramp to keep me out of a funeral procession that was traveling on the freeway. They use motorcycles that look
like police motorcycles (complete with flashing lights) as well as uniforms. It’s deliberately deceptive. And running me off the road was incredibly unsafe.

you’re right in that it’s an attempt to sound objective.
We do the same thing in science by writing in 3rd person passive voice to remove agency. As an English major, let me tell you, it’s like nails on a chalk board.

I do not have law enforcement powers but I do enforce a semi-gated communities rules.
As a Dispatcher there is an art to turning officer descriptions into actual reports your client can understand.

It’s also a speech pattern that seems to develop when trying to invoke the authority of the state to people you are interacting with. You end up using a lot of “institutional” sounding words as are used in government documents, but without necessarily the care in usage of someone who is writing in that style. The result is often something that sounds like a machine learning algorithm trained on old DMV records and the fine print on parking tickets.
