Appreciate the Tom Waits reference – “you can’t find your waitress with a Geiger counter” from The Piano has been Drinking.
The rest didn’t do much for me.

Yeah. Nothing “political” about it that I can see.

I couldn’t tell how to take the comic and I’d never heard of the strip before. So I looked it up on gocomics and hit the random button. After a couple of shrugs, this was the 3rd random one to pop up and there was no reason to ever read any more:

Political cartoons often stray beyond the political to social issues, obituaries, etc. A cartoon taking an absurd take on the expansion on tipping shouldn’t be out of bounds.

I fail to see any political aspect to this at all though. It looks to be strictly social commentary

It’s punching down, not up, which is not appreciated around these parts.

All it did for me was realise just how effective businesses have gotten in not paying their staff. The only reason why tipping has become such a thing is because it’s a way to not pay taxes on salary.

Pay your staff!

If your staff have to depend upon tips, then you lost my patronage.

Pay them from your record profits, you assholes!

I’m not going back to the USA until the insanity ebbs.
