What is a ā€œmackarelā€? Google and Wikipedia arenā€™t helping me.

Probably a variant spelling of ā€œmackerelā€, a kind of fish. According to the OED the word can also mean ā€œone who ministers to sexual debauchery; a bawd, pimp, procurer or procuressā€. So the person in the picture is either a fishmonger or a pimp.

Judging by the wicker basket on his/her head, Iā€™m going to guess theyā€™re a minister of sexual debauchery.
