I could see this being used to give a “legitimate” reason to ban sites like Twitter, for example, because some users may link to pirated content from Twitter.

They are learning from China, which is using copyright as a pretense for censorship. Which they also use as an argument when pressed internationally about censorship. They are all learning fast.
