That’s the point where a group showing up a meeting of the folks who set the police budget can make all the difference in enforcement. Bringing a recording would be helpful for those who can’t imagine the situation. If that fails, audio playback near the homes of those officials who fail to stop it (around 3AM) might get the point across. Record how fast the cops respond to that as the topic of discussion at the next meeting (be sure the press is there to cover it, too).

“So that’s what those things are!” my exact reaction, I’ve seen those in a couple local supermarket lots the last year or two. Jeez.
