If the vehicle had been parked sideways across two parking spots, in an attempt by the driver to ensure their vehicle didn’t get scratched accidentally, it would depend on whether the carts were zip-tied / duct taped / both to one another or were simply interlocked somehow.

But then you’re not only inconveniencing the owner of the car but also destroying the property of the store that owns the carts.
If you want to make it harder to disassemble that formation than simply cutting tape or ties without destroying the store’s property, buy N padlocks from the store that owns the parking lot (assuming it has that many in stock) and use those to lock the carts together. If you want to be slightly evilly nice, leave a list of the combination on a flyer under the car’s windshield wiper.
I think that the cart in the parking spot should be “pure evil”
