Well sure but fighters in either of those groups generally aren’t identified by their nation of origin. You would say “ISIS sniper” or “Al Qaeda militant”.
“Iraqi sniper” for me brings to mind a member of the regular Iraqi army which I wasn’t aware was in the habit of shooting at Iraqi journalists.
