A business like Deliveroo doesn’t get workers by promising less than a living wage, it gets them by promising more or less.
The lion’s share of workers signing up believe that they’ll get more not less. By the time they know better they have done some work, and when they quit or are injured another hopeful takes their place.
Whether the hopeful fall for the promise of commissions making up for the low hourly rate (or, as it now stands, they fall for the promise of full commission providing a high hourly rate), or the “flexible hours”, or the “lifestyle promise” or the adrenaline rush or what have you it doesn’t matter.
Revolving doors work because they don’t let everyone in at once. Enough people will want to see what’s on the other side that Deliveroo could likely go on quite a while even if it is general knowledge that they are a scam.
It isn’t even a matter of enough people, let alone all people. Because there’s one born every minute and that’s more than enough for many Deliveroos,

Doesn’t work, in a true measure of modern corrupt politics, the employer simply lobbies to allow cheap immigrant labour to break the back of local workers unions, done and finished.
