(hint: Wikipedia will answer this for you) Are you aware of why the odds of this happening are currently slim to none? (hint: any english language article from a Japanese paper will tell you).
Actually there was a debate in the Diet regarding the law (not amendment) you refer to. The Asahi, The Japan Times and the English language newspapers overseas (who get their news from the PRC owned asian newswire services) said differently but the fact was, there was extensive discussion in the Upper House of the Diet.
Just remembered, some DPJ Diet members tried to claim otherwise and thats was the source of the Asahi & Japan Times reports but the claims proved false.

See above on English language coverage. 99.999% of what the people you refer to here speak and publish doesnt get covered in English. You are missing out on actual information.
