Some people like to pick nits on this but in fact the difference is night and day. As you seem to know, the difference is indeed a matter of constitutional law. “May not fire until fired upon” goes as far as “may not fire until a debate in the Diet to authorize live fire is concluded”.
Again something those who know little love to wave about. Are you aware of what would be required to change Article 9? (hint: Wikipedia will answer this for you) Are you aware of why the odds of this happening are currently slim to none? (hint: any english language article from a Japanese paper will tell you).
Actually there was a debate in the Diet regarding the law (not amendment) you refer to. The Asahi, The Japan Times and the English language newspapers overseas (who get their news from the PRC owned asian newswire services) said differently but the fact was, there was extensive discussion in the Upper House of the Diet.
Just remembered, some DPJ Diet members tried to claim otherwise and thats was the source of the Asahi & Japan Times reports but the claims proved false.
