The second definition of acronym makes it a synonym for initialism, so GOP is also an acronym. And you ignored GAD and other examples. Also, Greedo isn’t an acronym, and so falls outside your invented rules for acronym pronunciation, though I did chuckle at the joke. But we all already agree normal words can be one or the other without regard to any real reason other than “because.”
All of which is to say, if you want to make up some new rules for acronym pronunciations, at least be consistent (unlike most rules about the English language, with their exceptions and exceptions of exceptions, which make them less rules and more like vague suggestions).
