Both likely true, yes. But it’s a lot better than nothing, and curbing stock buybacks would be a good thing for investors, and limit the shenanigans corporate management could do to push their stock options’ price us in unsustainable ways.

Well, the IRA as a whole is really good stuff, as far as I can tell. This is just a part of it, and even if people are disappointed in it, the rest is well worth it IMO.
