He’s almost certainly fully aware that what he’s saying is contrary to fact. That’s the point. Truth is the enemy of fascism. It’s not that they have a different thing that they believe is true and they are acting in accordance with that belief. It’s that they consider accuracy and verifiability to be fundamentally contrary to their interests, so they are out to destroy truth, eradicate history, and replace it with teachings and beliefs that are evaluated based on how they correspond with the ideology of their faction rather than how they correspond with reality.
