this seems unlikely. the agencies here are driven by centuries of Amtsschimmel* and a creative solution like using a RPG does not fit the modus operandi

* literally agency mould or agency white horse, the etymology is unclear but both meanings are possible: metric tons of files shifted around by mounted messengers and the mould growing in archives. I think “red tape” is a fair meaningful translation

Hmmm, that’s a new one to me. I’m annoyed that I can’t find the story since I hate repeating urban legends. May have been conflating two stories into one, though.
