Not surprising at all…Confucianism = social hierarchy where the government is the top dog. Peace through obedience.
I like to think of it as Fundamentalist Xtian with Chinese characteristics.

My very basic understanding of confucianism tells me that the element of ancestor worship is the only metaphysical element that might, if you try really hard, let you view it as a religion, maybe.
As far as I know that wasn’t something Confucious came up with himself, it as just part of the zeitgeist at the time.
