Also from TTtMU, the reason G I Joe has a ninja was also practical and a bit clever: if they took all the budget that would have gone into decorating one figure, they could divided it up among the remaining characters to give them better decoration. And so, Snake Eyes was created so that they could get by with a fully black paintjob.
