The weird poetry Google Translate writes when fed the same characters over and over

Definitely not the same Google then.

For the “Out of sight, out of mind” example, all I get is “Ex visus, ex animo”, which gets translated right back to “Out of sight, out of mind,” (the original with a strange added comma) and then is stable under back-and-forth translation.

Today, I get the same as you. Perhaps Google fixed it.
