I had a friend from Germany staying with me during all of this, and that was her exact point: a significant number of ex-pats in France and Germany joyfully voted “yes” on this.

I was listening to the BBC News Hour on public radio right after this, and they said basically, “Well, that happened. So far the only ones to congratulate him are dictators and kings.” And then shortly after, “Breaking news, Trump called him too.”

I guess not having to live with the consequences of hideous authoritarian rule makes it easier to vote for it.
Also, merely living in a country that is liberal, secular and respects the rule of law doesn’t mean that you will support these values, even as you’re benefiting heavily from them. Massive hypocrisy is one of those universal human traits.
From what I understand, they didn’t really get what the referendum was about, only that by voting “yes” they would be poking Europe in the eye. Vague resentment as a prime motivator.

As I have seen in the Netherlands, by demonstrations and (public) intimidation (schools for example), a lot of social pressure.
