Unfortunately, it could also be translated as…

:classical_building: The Temple
:no_entry_sign: forbids
:page_with_curl: by Law
:church: :mosque: :synagogue: :shinto_shrine: all other religions
:pray: or exercise thereof
:mega: as well as speech,
:newspaper: the press,
:peace_symbol: :family_man_woman_girl_boy: or to peaceably assemble

Of course, :classical_building: might also refer to institutions residing in fake classical temples, the most famous of which is probably the US congress, or, in a less literal sense, to any other government around the world.

Constitutions written in Emoji are not nearly worth the processing power required to display them in full color.

except the original graphic only has a xtian church…which actually fits the current interpretation of the 1st in this country quite well…
