Most likely, whoever wrote the ad text has no clue how the sun, solar panels, or electricity work, and their description of the product shouldn’t be trusted.
Update - to my surprise, this has good reviews on Amazon, and is offered here at a good price. Since I often criticize crappy products and false advertising in Boing Boing Store offerings, I feel obligated to say that this time, this product looks legitimate.
