Because fish spontaneously generate in any pool of water? There has to be more to how the fish got there.

Actually I was thinking architechture. Big Government crushed their dream of an 11-storey super-mall.

The fish are a consolation prize, I suppose, especially if they are created ex nihilo.

Even aquarium sized fish are big enough to fry. You just need way more of them.
