They were acting responsibly. Cleaner fish can be aggressively territorial; and you don’t want to incur their wrasse; especially in international waters where your fate will be more of an interesting jurisdictional dispute than a law enforcement priority.
Jokes aside, they probably were acting responsibly; I know I’d feel really bad if I steered an impressionable youth into work with Nestle’s Thai seafood slaves operation; which is presumably the sort of place where talented crab launderers end up punching the clock.
