dredging can also churn up polluted soil that’s settled down. i’d imagine it’s pretty complicated and expensive to do it safely

That occurred to me, too. It put me in mind of those radio programs where they announced messages where “Andy from 405th Regiment would like to get in touch with his old friend Bill”. and you wondered who owed whom how much money, or who ran off with somebody else’s girlfriend.
