Let’s team with e.g. the ecoactivists or other prime targets. Give them honeypots, audit their electronics for exchange for them serving, by their nature, as sort-of agent provocateurs (or, surveillance bait).

Could also bring some money from the bug/zeroday bounties that many companies have.

I don’t understand how this is supposed to work.
Government passes a law making it illegal to exploit computer security flaws
Government uses tax money collected from the people to enforce this new law
Government uses tax money collected from the people to violate the new law by paying companies to give them tools which exploit computer security flaws
