I think I should specify what I meant. In France, if the landlord wants to sell an estate that is the main residence of the tenant, the latter has the priority to buy it.
There is a community right to buy, but I think this applies mainly (possibly exclusively) to agricultural tenants rather than residential ones.
Under the same legislation, it would seem crofters have the right to buy their croft land even if the landlord does not wish to sell.
