It hasn’t been done by stealth. May had been trying to get this passed since she became Home Secretary (6 years ago?). Previously the opposition and the lords have knocked it back but they clearly didn’t bother this time.
I blame the Brexit voters who were so blinkered by their various single issues that they couldn’t see the big picture. May was getting her campaign team together in the spring, expecting to have to actually contest the pm job following the referendum
