Why would having the seal affixed to something alter the efficacy of the shim?

But, OK, the twist ties are insecure. They’ve been insecure for decades. I’m not sure what the “news” is.

Presumably the back side, where you have to shove the shim through, is pulled tight against the device or box’s security loops. In the video, Matt has the luxury of unrestricted access to the back side of the seal.
