The issues at Fukushima were not even the worst disaster of that tsunami. The city of Sendai of nearly half a million people was nearly wiped out by the wave/flooding

Sendai has over a million residents and although the damage was extensive I don’t think it was even close to being nearly wiped out. The area around the zoo is actually quite elevated, for example. But pretty much all the towns up and down the coast around it were literally wiped out though, like Minamisanriku where 95% of the buildings were destroyed…
