I’m pretty sure the adult in this video is Sherry Lewis, ventriloquist and well known (in the sixties) childrens entertainer.
And, as a former user of video tape, not trippy or warped, just not tracking correctly.

Feels like the end of a season two Danger 5 episode.
My favorite thing about her is that she used to regularly order the lamb chops at restaurants just to see the reaction on the server’s face.
