I want to believe he angrily flung the teabag dipped in tepid water aside as an act of vengeance/defiance against improperly prepared tea. The lemon slice adds to the catharsis.

Nothing wrong with a teabag, but the bag goes in first, with boiling - that’s actively boiling, not boiled - water added to it. Never bag to water.
