My jenday* does this as well, stubble or no stubble. It’s one of the ways conures show affection.
*the one in the video is a sun conure, they’re very close relatives to the jendays

The obvious scientific* conclusion is that birds, being possessed of a rhamphotheca, are inclined to see humans who are developing a keratinized sheath over their upper and lower mandibles as progressively more avian and so less alien and suspicious.
