All this talk of fluorine and dimethyl mercury reminded me of A Tall Tale by Charles Stross.

Screw the authorities. Lead azide is pretty similar, performance-wise, and lead is available from e.g. car batteries. The IT techs between us often have virtually unlimited access to decommissioned UPS sealed-lead-acid batteries, a rich source of lead in both elemental and dioxide form. Sodium azide is available in car airbags, though the extraction may require significant care to not blow yourself up; see various youtube videos with airbag fun.
