Same as it ever was. You don’t want the rich, powerful and well-connected working against you, so you give them something. “Vote for us. We won’t raise your taxes, we’ll just cut Social Security, Medicare, unemployment insurance and educational grants. Things you don’t need.” In this particular case it’s, “There is no need for you to complain about this military adventure - your children and grandchildren aren’t at risk.”
