They changed the rules so that he wasn’t breaking them.
No longer true. As soon as people started pointing out that 45 was violating the Twitter ToS, Twitter bravely rewrote their ToS to exclude newsworthy tweets and people.
They are probably also worried that armed gentlemen might visit their offices if they ever suspended his account.
