Strangely enough, you can do something along these lines.
You can basically phone in a lien on a mortgage with very little evidence. It will eventually get thrown out on a lack of documentation, but it causes plenty of trouble in the meantime.
(Source: Friend’s boss had his ex-wife pull this on his new girlfriend. Evil genius level stuff, there.)

If it is in fact true that the cops kept the vibrator, and everything else, on some theory of civil asset forfeiture, there will be an absurd filing in which the vibrator, and everything else, will be named as the “defendant.”
Civil asset forfeiture is a disgrace and a complete end-run on due process.
