I’ve never heard the term ‘over the road’ used for anything other than trucking and that generally means truckers who are traveling long distance often through multiple states.

From context here, I thought it might be intended to mean “across the street” but checking the original story, I see it report:

If they had to drive there, it sure seems like they were further away than just simply across the street.
Looking more into it, the store was “Express Beverage store on Celanese Road” and the police were “at a nearby building on Cherry Road.”
That’s pretty far from “across the street.”
Not to nitpick or anything, but this Rock Hill, SOUTH Carolina, just across the state line from NORTH Carolina, where I live.
Unless he was lying. If she was desperate enough to rob the store in the first place she probably did not have much faith in him keeping his word.
