In my grandfather’s time - and earlier - that was true. In all the old family photos, the kids are all identically dressed until they hit a certain age.

Yup. Disposable diapers weren’t really a thing all the way back then so often times it was easier for the youngest kids to run around in a skirt pooping on the floor that can be cleaned up later

It isn’t. It just gives assholes an excuse to reprimand those they don’t like and a warm feeling inside their acrid, toxic, venomous hearts. It’s an attempt to prolong the buzz they get from being petty dictators, nothing more. A legal fig leaf to attack those who don’t play by their rules.
I am not in Texas myself, thank the gods, but as I recall Austin has the curse of being both the state capital and also the most diverse communities and proud of it. Which results in inhibited, prudish, provincial state legislators coming into contact with the “keep Austin weird” crowd, and their loathing demanding a release. I feel this commissioner is yet another of these people who feel their authori-tay ist not being respected enough.

I’m sorry, but anyone that considers “fancy dress” to involve a cowboy hat and boots automatically drops a few mental notches for me. That’s based on decades of family and extended family events.

If any of the women who work for this agency ever have to do field visits to farms or food processing factories, OSHA regulations likely require long pants and steel-toe boots. How are women employees going to comply with Federal law while simultaneously comply with department policy? I suppose the department will have to start discriminating in their hiring process and in handing out work assignments. But that can’t be right because then the department is very much in violation of federal law. 
I think I have a solution, Texas, don’t vote for this corrupt commissioner again. He’s going to end up costing you a metric fuckton of your tax dollars on Federal fines and losing lawsuits if you don’t vote him out.
